On November 17, the Shanghai-Henan Cooperation and Exchange Conference, along with a project signing ceremony, was held in Shanghai. Attendees included Wang Guosheng, Secretary of the Henan Provincial Party Committee; Yin Hong, Governor of Henan Province; and Zong Ming, Vice Mayor of Shanghai. Chen Derong, Party Secretary and Chairman of China Baowu, delivered a keynote speech titled “Central-Local Cooperation: Competing for the Central Plains and Accelerating China Baowu’s Industrial Deployment in Henan.” Baowu Aluminum, a subsidiary of China Baowu, signed a strategic cooperation framework agreement with the Management Committee of the Sanmenxia High-Tech Industrial Development Zone in Henan Province.

　　In his speech, Chen Derong stated that China Baowu is a global steel enterprise. Centered around the steel industry ecosystem, the company is currently deploying its operations nationwide and globally within an industrial framework known as “one foundation and five pillars,” encompassing the core steel business, new materials industry, resource and environmental industries, smart service sector, industrial park development, and industrial finance. Henan Province is China’s most populous province and also one of its largest economic provinces. It boasts advantages in industries such as alumina, electrolytic aluminum, complete vehicles, equipment manufacturing, and superhard materials. The industries that Henan plans to prioritize developing—such as high-end equipment manufacturing, deep processing of steel and electrolytic aluminum, electric vehicles, and energy-saving and environmentally friendly technologies—are highly aligned with China Baowu’s own industrial development direction.

　　Chen Derong pointed out that after China Baowu’s mergers and reorganizations of Magang and TISCO, a “Matthew effect” has begun to take shape. The company’s industrial layout has now reached all corners of China—east, west, south, and north. Our next goal is to “compete for the Central Plains” and achieve an integrated industrial layout covering the “east, west, south, north, and center.” He put forward four ideas or suggestions for strengthening industrial cooperation between China Baowu and Henan Province:

　　First, China Baowu is piloting a new model of steel manufacturing—a networked, short-process, environmentally friendly, and smart steel plant—across inland regions throughout China. Henan Province represents an ideal location for China Baowu to implement this networked steel plant model, and it also serves as a strategic entry point for China Baowu to contribute to the optimization of Henan’s steel industry structure.

　　Second, we will strengthen investment cooperation between the central and local governments in the new materials industry and further increase investment in the Sanmenxia Aluminum Project and the Luoyang Zhonggang Lounai Company. The new materials industry is the second-largest manufacturing sector being developed by China Baowu. Henan Province boasts a solid industrial foundation for light metal materials, carbon materials, and high-temperature materials—key areas of focus for China Baowu’s development.

　　Third, further intensify cooperation between the central and local governments in coal resource development and supply, innovate cooperation approaches, fully leverage each party’s respective strengths, and continue exploring new opportunities for collaboration in coal operations, trade, and other related areas, constantly innovating cooperation mechanisms and models.

　　Fourth, China Baowu is working to become a centrally-administered enterprise with a nationwide presence. To coordinate investment layouts and industrial oversight across different regions, China Baowu plans to establish a regional headquarters and an industrial cluster in Zhengzhou.

　　Chen Derong stated that the 14th Five-Year Plan period represents a strategic opportunity for China Baowu’s major development. China Baowu’s growth is inseparable from the support and inclusiveness provided by various regions, including Henan. We hope to further increase our investment in Henan during the 14th Five-Year Plan period, making Henan an important part of China Baowu’s industrial landscape.

　　A total of 73 projects were signed on-site this time, with a total investment of 81.45 billion yuan. These projects span multiple sectors, including manufacturing, agriculture, finance, tourism, technological innovation, education and healthcare, and infrastructure development. Wu Jun, Assistant General Manager of Baosteel Shares and Director of the Central Research Institute, and relevant leaders from Sanmenxia City signed the "Framework Agreement on Deepening Strategic Cooperation between Baowu Aluminum Technology Co., Ltd. and the Management Committee of the Integrated Urban-Rural Demonstration Zone of Sanmenxia City" on behalf of their respective sides. The agreement clearly states that both parties will, guided by the principles of "government guidance, market-oriented operations, innovation-driven development, high-end extension, priority given to implementation platforms, and mutual benefit and win-win outcomes," further expand their strategic cooperation, leverage complementary advantages, achieve mutually beneficial collaboration, and boost the development of the national new materials industry, thereby laying a solid foundation for the high-quality development of Henan's aluminum industry.
